I think we should identify and cultivate networks, but base support and resources on their effectiveness and reach. As networks gain traction, they would get greater attention and resources. <br />As for #2, line items in the GC budget are a death sentence for any group that hopes to last for any length of time. I think a block grant program around the 5 Marks of Mission, allocated to networks based on stage of development makes more sense. See my full response for more elaboration on these ideas.
